Plans have been filed to transform an underused site next to Guildwood GO Station and Scarborough Golf Club into a 35-storey residential building that would offer 442 new condo units.

The Official Plan Amendment and Zoning Bylaw Amendment applications come from Toronto-based developer Blacktusk Group who submitted their plans in early April.


If approved, the development would replace three one-storey single-detached homes at 404, 406, and 408 Livingston Road North and a vacant lot at 402 Livingston. The site sits within the proposed Guildwood GO Protected Major Transit Station Area, a region poised for substantial growth.

While the surrounding area has historically been populated largely with low-rise single-family homes, a number of taller buildings are beginning to be approved, the largest being 38 storeys. Currently, however, the site is designated Neighbourhoods in the Official Plan and is zoned as Residential Detached. Through their application, Blacktusk aims to convert these designations to Apartment Neighbourhoods and Residential with site specific exceptions to allow for the developments' substantial height and other specifications.

Once constructed, the Arcadis-designed building would feature a 31-storey tower element and four-storey podium containing indoor amenity space at grade and four levels of above-grade vehicle parking, as well as one level of underground parking. In total, residents would have access to 336 parking spaces, including 24 visitor spaces, and 332 bicycle parking spaces, including 31 short-term spaces.

Atop the podium would be a green roof and a 2,579-sq. -ft rooftop patio accompanied by 2,467 sq. ft of indoor amenity space. An additional area could be found on level 10 where a large setback allows for another outdoor amenity rooftop, this one providing 6,938 sq. ft of outdoor space alongside a 1431-sq. -ft indoor amenity space.

In the tower above, the 442 units would divided into 265 one-bedroom units, 131 two bedrooms, and 46 three bedrooms.

Overall, the proposed development is positioned to deliver much-needed housing within close proximity to higher-order transit. On top of that, future residents would benefit from the plethora of nearby schools, parks, shops, and restaurants.
